Yes. A buyer does not need to be a Greek resident. Third-country nationals may need special permission for certain border areas, so the legal status of a specific property should be checked before reservation.
The usual process includes obtaining a Greek AFM tax number, selecting a property, legal and technical due diligence, filing and paying transfer tax, signing the notarial deed and registering the transaction with the Hellenic Cadastre.
The standard real-estate transfer tax is 3% of the taxable value, plus a municipal levy on the tax amount. Notary, registration, legal, engineering and other professional fees are calculated separately. The total budget depends on the property and transaction structure.
Owners declare the property through form E9 and pay annual ENFIA. Ongoing costs may also include utilities, common charges, insurance and income tax where the property is rented.
A threshold of €800,000 applies in Greater Athens, Thessaloniki, Mykonos, Santorini and islands with more than 3,100 residents. The threshold is €400,000 in other regions. Standard routes generally require one property of at least 120 m². A special €250,000 route may apply to qualifying conversions from commercial to residential use or the restoration of protected buildings, subject to all statutory conditions.
The permit is generally issued for five years and can be renewed while the qualifying investment is retained. It permits residence in Greece and travel within the Schengen area; continuous residence is not required for renewal. Family eligibility is assessed under the applicable rules. Property ownership does not automatically grant citizenship.
Long-term letting is generally possible. Properties used for new Golden Visa applications are not permitted to operate as short-term rentals. The intended rental model should be checked before purchase against the property's category and the rules in force.
Many steps can be handled under a notarised power of attorney, including obtaining an AFM, due diligence, signing and registration. Personal attendance may still be required for banking formalities, biometrics and certain immigration procedures.
Athens and Attica offer year-round demand and liquidity; Thessaloniki supports urban and student demand; islands and coastal areas suit personal use and seasonal strategies. Timing depends on document readiness, due diligence, cadastral records and payment structure, so every acquisition needs its own timetable.
